I am trying to install Armenian phonetic following the bellow instruction:

The Step 2 of the instruction does not work. Thus, when am dragging the file to the "Keyboard Layout" folder nothing happens and am not being asked to authenticate.
Similarly can not install any keyboard layouts.
Please help me to understand what is wrong.

There are 3 keyboard layouts folders. You cannot use System/Library/Keyboard Layouts, but you should be able to use both Library/Keyboard Layouts and Home/Library/Keyboard Layouts. To get to Home/Library, you hold down the Option key while doing Finder > Go.

Did you logout and login? Sometimes that is necessary. Also check the Others category in addition to Armenian.
I followed your recommendation and logged out and logged in. Thereafter checked the settings and the keyboard layout was visible and there!
