Quick Start Looking for nearby devices and cannot find my current phone

Bought iPhone 16 Pro. My current phone is iPhone 14Plus. It asks me to hold camera against the new phone "circle" and now nothing going on. The Quick Start is continually looking for nearby devices and after 20 minutes, still nothing. Bluetooth and wifi are turned on/running on my older phone, so why will it not do anything?
