My current device (Iphone 11) is sitting next to the new phone, both are fully charged but not plugged in. It's been "Looking for nearby devices..." for approximately 10 minutes. I've started over 3 times now with no luck.

The comment about a forum member was unnecessary and disparaging, to be honest. Don't be surprised if the comment or your post is removed. Disparaging other users is a violation of using this forum.
Thata said, I always have both phones plugged in to charge and connected to Wifi when setting up a new device using QuickStart. If by chance you have a VPN installed on the iPhone 11, get RID of it. VPN on iPhone causes all sorts of connectivity issues and are completely NOT needed.

Try restarting the phone that you want the new phone to connect to. I’ve had that issue multiple times when my parents got a new phone and I had to set it up for them and then when I factory reset my iPad.
