I absolutely hate this suggestion feature. It's for my Ipad not being backed up. I do not want to use Icloud and I don't want this keep popping up. How do I turn it off?

Have you disabled iCloud backup in iPad settings?
Settings > [Your Name / Apple Account] > iCloud > iCloud Backup > iCloud Backup - set to OFF
