iCloud Storage does not use a website to make payments. It is charged automatically to whatever payment method is associated with your Apple Account.
If you made a payment through a website, then yes, it probably is a scam. Also, Apple's iCloud+ prices do not include $9.95. It's $9.99 for 2TB, at least in the US.
