Nope. Your only option is going to be to provide Apple with the original proof of purchase for the device from Apple or an authorized retailer.
Just a note to point out that the original invoice will need to very clearly state your name and serial number of the iPhone.
Locate a reseller that is reasonably close to your home
Do not buy from an online service
Do not buy unless you have the phone in your hands and it opens to the "hello" screen

Honestly, just don't.
Even starting up to the 'hello' screen is not a guarantee that it isn't activation locked or blacklisted.
