Why is my Apple Watch not tracking elevation correctly?

From the bottom of my driveway to the top is 175' elevation gain. Apple Health says I walked up 1 flight of stairs. Thot about 10' was a flight? Why is this so far off? (Carrying an iPhone and wearing an Apple Watch)

The flight of stairs metric is not simply elevation gain divided by 10. It uses Machine Learning to determine stair steps and typically with flights of stairs, there is a landing before continuing on the next flight. Each flight is determined by approximately 16 steps for an elevation gain of about 10 feet. It is that pause that determines you have completed a single flight. I would suspect that if you paused at regular intervals walking up the driveway, it would register multiple flights of stairs. The flight of stairs metric is specific to that action.

Honestly, I've never found the flights climbed to be incredibly accurate. I have a very steep flight of stairs in my house and it misses flights quite often.
