Does Notes automatically backup from iCloud on a new iPhone
Does “on my iPhone” notes get backup in iCloud, (when Notes app is enabled to iCloud backups of course) and get restored to the new iPhone from there?

Yes, the “On My iPhone” notes are part of the iCloud backup. They would be restored on a new device if you configure that new device using the backup.
Another option to configure a new device would be to transfer the date directly from iPhone to iPhone using Quick Start.
