Apple has restricted my 12 year old autistic son's in app purchases and will not tell me why. Does anyone know who I need to contact? I spent over an hour on the phone and got two supervisors up and none of them would explain to me why.

Having limited detail I’d suggest checking all settings, payment method and restrictions first.
If Ask to Buy isn't working - Apple Support
Use parental controls on your child's iPhone or iPad - Apple Support
If you need to change or update your Apple Account payment method - Apple Support
If the supervisors cannot help you, we as Apple users also can't help you I am afraid
