How can I nullify my account to change my country/region?

So I have an app store credit balance of $0.01 and I can’t change my region due to this. I also can’t add my debit card to my app store account. idk why but it might be because the my current region does not match with the region of my debit card.

There was a similar question 4-5 years ago and back then you could ask apple to nullify the account balance with live chat support. But I cant find the live chat support feature anywhere. The support only has articles and This question isn’t answered anywhere on these articles.

So how do I nullify my account balance so I can change my region?
