Why did they decide to not have Facial ID on iPad M4?

I realize it needs the specific camera, but why was this decided? Was it a security issue?

Cannot set up an alternative Face ID from my partner on iPhone 14 Pro Have been trying to do so but no luck. Only shows an alternative face id with mask for alternative appearance which cannot be made if current person from face id isn’t in question. Have stolen device protection enabled, could it be the reason? Would be really helpful to have it set up.

Unable to set up Face ID after disabling Stolen Device Protection on iPhone 11 Pro Max My stolen device randomly turn on a few months back and I stopped messing with it. Monday February 17, 2025 I was able to finally get my stolen protection off but now it won’t let me set up my Face ID [Re-Titled by Moderator]

The M4 models of iPad (all called iPad Pro) do have Face ID; other current models have Touch ID.

As for why Apple decided which models get which features, Apple doesn't give the folks here any special information beyond what it says in its marketing material.
