Why did they decide to not have Facial ID on iPad M4?
I realize it needs the specific camera, but why was this decided? Was it a security issue?

The M4 models of iPad (all called iPad Pro) do have Face ID; other current models have Touch ID.
As for why Apple decided which models get which features, Apple doesn't give the folks here any special information beyond what it says in its marketing material.
