Instagram is stuck uploading and I can’t get the app on my screen

Instagram was stuck trying to upload my post so I restarted my phone but it was still trying to upload. So I removed the app from my screen but now when I go to put the app back it just gives me an option to open it and not keep it on the screen. It’s also still trying to upload the same post when I open the app.
