Every time I request my 13 year old daughter to give me her phone passcode and her ICloud password; she goes and charges it a minute later. She is very rebellious and constantly gets into trouble. As a parent I want to honor her privacy, but I need to make sure that she stays safe and out of trouble. How do I discreetly get her iCloud password?

There is no way to get a hold of her Apple Account password.
You can set up Screen Time restrictions to prevent her from changing her Apple Account and Passcode options.
Follow this:
Set up Screen Time for your child - Apple Support
Then you can go to Settings > Screen Time > Content and Privacy Restrictions > Scroll down to Allow Changes to "Face ID and Passcode" and "Account" and prevent those.
