How can I regain access to my Apple ID media and purchase without opening a new account?

I tried to use my media and purchase to buy card but it was declining and I complained to Apple support live chat and they promise to do something about it,only for my media and purchase to be deactivated. Now I’m being told I can’t access any more that I will have to open a new Apple ID account.I have been told to open a new Apple ID account since on Friday but to no avail,when it gets to the part where Apple is supposed to send me a verification code to my phone number,they don’t send it. Below is a screenshot of what Apple shows me when it gets to the verification code part.

please I don’t know who is in charge,but please I just want access to my old Apple ID media and purchase without opening a new one. I have spoken to many Apple support live chat agents but they couldn’t help me .
