Why is my May 2023 iPhone 14 Plus not eligible for Apple’s rear camera service program?

I’m reaching out here after multiple rounds with Apple Support and a service center.
My iPhone 14 Plus recently started experiencing issues with the rear camera and flash — they stopped working completely. We contacted Apple Support and were told it’s a hardware issue, which the service center also confirmed.
We were hopeful because Apple has an active iPhone 14 Plus Service Program specifically addressing this issue. However, to our surprise, we were told the device is not eligible.
Here’s where it gets confusing:
- The manufacturing date of the iPhone is May 2023 (as seen on the original box).
- Apple’s official coverage window is April 10, 2023 – April 28, 2024.
- The issue matches the exact symptoms covered by the program.
- Yet, Apple says the device doesn’t qualify.
As long-time Apple users (since iPhone 4), this is very disappointing. If the manufacturing date falls within the service window and the issue is hardware-related and acknowledged, why is this device being denied coverage?
Has anyone else faced a similar issue? Any advice or escalation steps would be appreciated.
