A Factory Reset was Tried.
Tried Using a Better Cable.
Tried a Different Phone that would not work either.
I had no issues with My IPhone 13. It seems to be with the
IPhone 16.

This was the Issue with My IPhone 16. I needed a Data Transfer Cable not just a Charging Cable. I picked it up at the Apple Store in case anyone needs one. Thankful My Issue is Resolved.

Not all USB-A to USB-C adapters and cables are created equal. Many are 'charge only' devices.
You need to make sure the one you have is capable of carrying data as well.
Did you remove the old phone listing from the vehicle? Is the iPhone 16 named the same as the old iPhone was? You say that you tried a different phone and it would not work. Was the other phone an iPhone 16? Did you check to see if your vehicle has an update to the infotainment system? Check with your Honda dealer.
