When I try to use RCS with Proton VPN, it does not work. RCS does work without a VPN running. I have seen similar comments on the Web for different VPNs, dating back to September 2024. I would like to know if Apple plans to fix this and when. I have an iPhone 14 with iOS 18.5.

As you know, this is a user-to-user site. We are all users here.....just like you. Apple is not here. They will not see your post or reply.
No one on a user site will have any idea what Apple might be planning to do.
But, keep in mind that it is up to the VPN company to make sure that their products are compatible with Apple's systems.......not the other way around.
Apple can't fix a problem created by your use of a VPN.
Get rid of the VPN. It serves no legitimate purpose. It does not protect your privacy or secure your data.
Nobody here would know what Apple’s plans are. Turn off the VPN if you wish to use RCS. Your VPN is most likely unnecessary.

Why doesn't RCS work with Proton VPN on iPhone 14?
