How to disable my iPad from connecting to random airpods

I do not own airpods. Never have. My iPad has never been connected to airpods. However- while using my iPad, even with bluetooth turned off, I will receive notifications asking if I want to connect to someone's airpods. It's very annoying, and happens during flights constantly. How can I change the setting on my iPad so it stops doing this? All the workarounds I've seen involve changing settings for MY airpods... which is not possible since I don't have any. I want the notifications to stop. How can I manage this?

The only way to prevent it is to stay away from people who use AirPods. As it says, they aren’t connected, and they can’t be connected unless you go to Settings/Bluetooth and approve pairing.

And probably you don’t have Bluetooth turned off. The button in the Control Center does NOT turn off Bluetooth; it just disconnects from BT devices currently connected. The only way to turn off Bluetooth is in Settings/Bluetooth.
