I just bought a brand new iPhone 16 from Apple Store and noticed that the documentation is missing . phone and charger cable only available in the box
Makes me wonder are these the ones which were returned or is it just that they forgot to put it during manufacturing as the box was sealed.

What documentation?
It's all online now. Pretty much no manufacturer has included 'documentation' in the box with any new phone, computer, etc. for years. Things change too fast for that to be practical, and virtually no-one reads it anyway.

There is no documentation in the box with new iPhones. There hasn't been anything for the last few years. Your phone wasn't a return. All you get is the phone and a charging cable.
We bought our current iPhones in late 2021 and they had no printed documentation.
