I had a subscription that was overdue and kept declining on my account so I canceled the subscription but now I still can’t access the App Store because when I try to download an app it says there was a billing problem with a previous purchase and when I try to change the payment details it just tries to charge me for the subscription again

Cancelling a subscription only prevents it from renewing on the future renewal date. You are still responsible for the amount you are currently being charged. To avoid a charge, you would have had to cancel at least 24 hours before the renewal data, which was not done. You will not be able to use the App Store until that has been paid and it may be determined that your current payment method is no longer valid due to the recent declines and you will need to add a different payment method for future use of the App Store.
