There are 2 possible answers:
One.......Your iPhone 11 is a dual SIM version that does not support eSIM
Tap Settings > General > About and then tap on the Model Number and another 5 character number like A2111, A2221, or A2223 will appear. What is the number that you see?
Two......Your carrier does not support eSIM.
Contact your carrier and ask them if they support eSIM
