I bought my airpods from one person, but these headphones are linked to his account and now I get notifications all the time and this person can see my location.
I have the original box and all the accessories, even the warranty. How can i set my airpods to my apple id ? Because this person doesn’t answer anymore

You don't. Only the owner of the account they are locked to can do that.
If they have ghosted you, it's a fair bet they are stolen.
The legitimate owner can track their location!
Turn them over to the police.
