The phone is not going to come back on until you have a replacement battery installed, no matter whether you want to use the phone or transfer the data on the phone to a newer phone.

While Smilin-Brian is correct that it's likely long overdue for the battery to be replaced in your phone at this point, you should consider whether investing money in a phone which was released in 2015, TEN years ago, is worth investing any money in. It is forever locked to iOS 15x.x and many apps are no longer even compatible with a 10 year old iPhone. It would make more sense to use the funds you would invest in such an old out of date iPhone and apply the money towards a new iPhone, which will run circles around your old phone.

You may possibly have a battery failure.
