How do I change my personal phone as primary on Apple Account?

I had 2 phones and the one from my job I am getting rid of. The issue I’m having is that when I reset the work phone it didn’t make my personal phone the new primary phone on my Apple account. So what do I do?

Did you create an Apple Account, using a phone number?
