Apps not working due to Restrictions on iPhone

Issue Description:

Some apps on my iPhone are not working, and I can’t access them. When I go to the App Store, I can see the app I want, but when I tap “Open,” I get this message:

“Restrictions Enabled

Certain apps, features, or services can’t be seen or used when Restrictions are on. To use this app, turn Restrictions off.”

I’ve tried to fix it through Screen Time settings, but nothing has worked so far. Could you please help me solve this issue?
