Can I tell if an Android user with RCS has blocked me if my message shows “Delivered”?

I sent a text to an old friend notifying them that they would be receiving something in the mail from me.

Sent through RCS messaging and it said “Delivered”. Could they have blocked me? I’m not sure what to look for, considering we haven’t spoken in a while. Google says I haven’t been blocked but I wanted to ask the iPhone community. Thanks!
