I am connected to the internet and can access FB, accounts, etc, but I cannot do wifi calling and text. I have the SOS at the top and I can activate airplane mode and this will temporarily cancel the SOS but it returns shortly after. What is going on?

WiFi calling is a carrier feature. Do you even have cellular service on the device? If you do, does your carrier support WiFi calling and have you activated it?
I do not have cellular service at my location that is why I need wifi calling and texting. I have wifi callling and texting included with my service and had it and used it routinely until we switched from DSL and had Ziply fiber installed. Ever since Ziply installed fiber we neither my wife's iPhone or mine can perform wifi calling or texting but all other services on the iPhone function.
