I cannot get the orange for which indicates the microphone is being used off even after turning access off to all known apps and restarting phone

From the top right hand corner of your iPhone screen, pull down to open Control Center, which will let you know what may be using your microphone. Could you be using a wallpaper which has the orange dot embedded in it?
If neither helps, Force Restart your iPhone --> Force restart iPhone - Apple Support
