Error Message: 'this file cannot be opened because you do not have permission to view it' on MacBook Pro

what App do you normally use to read jpegs?

I suggest you open that App and try to open one of those files from its File > Open dialog

The thinking behind this is that if jpeg is unmapped, or mapped to an App for with you do not have proper permissions, that error message might be complaining about part of the App, not about the data file.

hard to speculate the origin of these jpg's —old issue, new issue, what changed? Obviously not your macOS.

These are your jpg's or a different source it is unclear?

They use to open and now they do not open is unclear?

—As a test you can try duplicating the image and compare that file...(?)
