Are you using iCloud Photos on your iPhone? If yes, you can not reduce the used local storage any further.

But, you can transfer your photos synced to iCloud and other data which might also sync to iCloud to your computer. After that you can delete the data from iCloud, which will free up some space on your iPhone.

In case you are not using iCloud Photos, you can copy the photos from your iPhone to your computer and delete them afterwards from your iPhone.
