Here is my question,if I purchased the iPhone device from apple online store and then provide a shipping address that's in the USA which will be used to ship my item to my real location,is there a way apple can tell that I'm not in the USA and be able to offer me a iphone with physical sim?

Buy the phone in the country you intend to use it in, in this case Kenya.
If you buy an Apple phone in the US online store they will ship the phone that is for sale in the US.
If you have it delivered to a shipping forwarder in the US, Apple will cancel the order.
Your Apple Account payment information and registered address is also used to determine in which country or region your Apple Account is located.
Also remember, that Apple may restrict the warranty to the country of purchase, and that the built in hardware might not support all features, especially if it comes to 4G and 5G, or supported carriers.

Neither, Apple will only deliver within the same country you’re ordering from. You can't order from Kenya and have it delivered to the U.S.
