Why does my iMac start up with a polish keyboard when the language input on settings/keyboard is english?

Since buying this iMac whenever I turn off the computer it restarts with a polish or Czech keyboard ( I have 6 language input sources) and I only ever remember this because my password is obviously rejected. I have gone on settings/ keyboard and cannot see where to make English the main input source - it must be somewhere obvious but where?
