iphone back up too large to restore to my phone

i backed up my iphone data to my windows pc and the file size is 364gb even though my phone's storage is 256gb so i can't restore my back up. i've contacted apple twice, i was told to buy more icloud storage and that didn't work so i'm just not getting a solution from them. is there any way to fix this?
