Safari iOS Background Download Issue - Cancels on Minimize

I am facing an issue with Safari on my iPhone [IPhone 15/iOS 26.1]. Downloads start fine but cancel immediately if I switch to another app or minimize Safari. Background downloads do not work at all. Please investigate and fix this.
