iPad call output option on iPhone despite setting off

I have a family plan with my mother. She has an iPad in the house. She likes to use its continuity feature to reply phone calls, however I do not want to see her iPad as an output option during calls. I have "Calls on other devices" set to off, still during calls, her iPad is shown as an output device alongside my iPhone's speaker. How can I prevent that? Thanks
