No. The PC will need the same Apple ID as iPhone / MB if you want access to the Music subscription.
If you need to: Check if your PC is listed in your Apple Account:

If PC is not yet listed:
You may want to try signing in to your Apple Account online from your PC: https://account.apple.com/
See if you get a verification code on your iPhone or MB to enter from the PC
If needed: see how to: Get a verification code and sign in with two-factor authentication - Apple Support
Once your PC is listed in your Apple Account (eg: via above)
Sign in to your Apple Account in Apple Music on Windows - Apple Support
Eg: says:
- "Go to the Apple Music app
on your Windows device. - Select Sign In at the bottom of the sidebar, then select Sign In."

You may also need to authorise the PC to play Music purchases etc.

Wondering if your current iPhone / MB settings allow for sharing the Music subscription to the PC
You may want to sync music across devices / or maybe you use iCloud for that ,,,

Wondering whether you have the correct Music app for Windows installed:
Install the Apple Music app on Windows - Apple Support
Eg says:
- "Go to the Microsoft Store on your Windows device.
- Search for “Apple Music”.
- Select the Apple Music app
