iPadOS 16.7.13 update fails to verify

The iPadOS 16.7.13 update failed to complete installation, displaying the message: "Could not verify the iPadOS 16.7.13 update. Temporarily is unavailable.

Please try again later."

User input option.

Retry or remind me later

Have tried.

Deleting on local space iPadOS 16.7.13 file.

Neither by restarting device

Clearly update and install have a bug.

Available information indicates that the iPadOS 16.7.13 update has been [temporarily] withdrawn by Apple. If already downloaded the existing download will not install. The associated digital signatures, that must be successfully verified immediately prior to installation, have been revoked by Apple.


At this time you would be best advised to save your efforts in attempting to update your iPad. Hopefully the issue will be resolved by Apple within the coming days.

First, I just wanted to say thanks for the very clear explanation of the issue since I didn't know that Apple had pulled 16.7.13. Second, I wanted to let you know when I searched "iPadOS 16.17.13 can't verify" your post was the No. 1 hit on Google. So, just wanted to let you know that you're reaching a lot of iPad users like me.

For technical reasons, the iPadOS 16.7.13 update has been temporarily withdrawn by Apple. If already downloaded, the existing download will not install. The associated digital signatures, that must be successfully verified immediately prior to installation, have been revoked by Apple.

16.7.13 RECOVERY SCREEN FIXED: I had the same problem on my 5th Gen iPad screen went black and had a screen icon and charge cable on it and couldn’t do a thing with it. Apple reps tried too help with no luck. The FIX is to download APPLE DEVICES on a PC it guides you. It downloads 16.7.12 and then reinstalls it on the iPad, everything is back to normal. It fixed mine. The download is around 5.5GB I think, don’t quote me on it though. Took about 10-15mins. Good luck

I had the same problem. Ipad pro stuck on verifying update screen for over 24 hours. Not able to use slider to switch off. Eventually managed to force restart. There are two different methods depending on if your device has home button.

To force restart an iPad Pro without a Home button, quickly press and release the Volume Up button, then quickly press and release the Volume Down button, and finally press and hold the Top button until the Apple logo appears. For iPads with a Home button, press and hold both the Home button and the Top button until the Apple logo shows up.

This happened to me, I had to search the internet for a signed copy of 16.7.12 to get mine to work again, when you have the file you have to hold the shift key down when plugging the cable in and point it to the old file. It might be worth waiting until 16.7.13 is fixed as it took ages to re sync all my iCloud backups using my iPhone to help etc

Perform a forced restart of you iPad:


Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button. Do not release the top button until...
  4. When the Apple logo appears, release the top button.




When performed correctly, the iPad will restart.

All system software updates carry a small risk of device corruption during update. Unless the failure occurred due to a hardware fault, restoring the iPad using Recovery Mode - using a Windows PC or Mac computer - will often resolve the problem:
