Clearly update and install have a bug.
This update has been paused by apple i am afraid so you cannot install it at the moment
It's the verification process that causes the update to fail because the update is not signed by Apple.
I ran into the same issue on two older devices yesterday/day before yesterday and the update was finally verified after approx 12 hours and installed correctly but that was yesterday. Things may have changed since then.
After downloading the iPad OS 16.7.13 on my iPad 5th Gen., the update would not verify AND now my Apple Support app will not open. Anyone else have this problem with the Apple Support app, and if so, were you able to resolve that problem, and if so how?
...but that doesn't explain why the update still shows up as available. The presence of the update message with no actual update is kind of annoying.
my old ipad was not able to update and now become recovery mode :(
