Clearly update and install have a bug.

Perhaps you haven't read the other posts within this thread before adding to it.
Available information indicates that the iPadOS 16.7.13 update has been [temporarily] withdrawn by Apple. If already downloaded the existing download will not install. The associated digital signatures, that must be successfully verified immediately prior to installation, have been revoked by Apple.
At this time you would be best advised to save your efforts in attempting to update your iPad. Hopefully the issue will be resolved by Apple within the coming days.
The message I have received is "This iPad "xxxx's iPad" could not be updated. Declined to authorizethis image on this device for this user."
Yea... three days now... NO GO.
Tried the Windows Apple Devices app .. same thing.
Wiped my ipad to see if it was something else and now I'm stuck!
Ridiculous Apple allows this to happen...
Exactly what happened to an old iPhone 10. 😭😭😭 stuck with the spinning wheel until hopefully apple verify snaps into action

Another iPad 5th generation now stuck in recovery mode, don’t they test this on all devices before release. Amazing that the download is still available.
