Sorry I don't know of sure-fire way to achieve your desired result.
Seems the existing option is to use or not use the attention aware feature. I may be wrong.
If you'd like to experiment:
You can try toggling off the attention aware features button that dims the screen to preserve battery life.
Settings > Accessibility > FaceID & Attention >
You may also want to try using the "true tone" setting which "adapts the color and intensity of the display to match the light in your environment." Settings > Display and Brightness: > turn on / off True Tone
