Windows PC photos to iCloud: Preserve creation date

Hello. I am trying to upload photos from my Windows PC to my iPad. I have tried to use the upload files function on the iCloud Photos website from my PC, but it only shows certain photos and doesn't let me upload a lot of them. Is there any way to import them all to my iCloud Photos? I have not used any alternatives because this method is the only one that keeps the photo creation date the same as when it was actually taken, as opposing to the Apple Devices upload function, which doesn't take into account the metadata, and only the date of which the file on my PC has been created.
