It will be fixed if you contact your carrier and ask them to install an eSIM. That model is for US, so it doesn’t have a SIM slot; it only supports eSIMs. If they can’t help make a genius bar appointment.
What model phone do you have.
It would seem you don't have a SIM installed.
If this is a model originally sold in China, Hong Kong, or Macau, there is no eSIM. Only physical SIMs can be used.
If there is no SIM, then there are no cellular settings to access. Get a working SIM from your carrier.
If the setting shows Allow then either you don’t have a SIM, or your iPhone is managed by a business or school. This can be either with MDM (Mobile Device Management) or if your iPhone has an email account with the business or school.
It can also be set with parental controls, although that is less likely.
What is the model number of the phone displays in Settings>General>About?
What carrier option? Can you post a screenshot?

It is not managed by a business or school. Will this be fixed? Whole cellular section is grey and untouchable.
Many carriers worldwide do not support eSIM. You may need to switch carriers. This is not an Apple issue.
