iCloud storage – on Apple's servers – is not interchangeable with device storage – such as storage on the internal SSD built into an iPhone, iPad, or your MacBook Air.

What's the difference between iCloud storage and device storage on your iPhone or iPad? – Apple Support

iCloud storage is for

  • Backing up some of the data on iPhones and iPads
  • Synchronizing data between multiple devices (Macs, iPhones, iPads)

It is not for

  • Storing the operating system (macOS, iOS, iPadOS)
  • Storing applications
  • Doing backups of a Mac. (That's better done with external drives, and an application such as Carbon Copy Cloner, SuperDuper!, or the Mac's built-in Time Machine.)

Synchronizing data often involves having a copy in iCloud and copies on each device which you synchronize to iCloud. (This lets you access the local copies even when you do not have an Internet connection.)

Two exceptions:

  • With iCloud Photos, you can give individual devices permission to store low-quality, space-saving copies.
  • With iCloud Drive, while you need local copies of files which you are using at the moment, you can remove local copies of files that you aren't currently using so they don't take up device storage.

Which storage configuration did you select when you ordered this MacBook Air (MBA): 256GB, 512GB, 1TB, or 2TB?

Regardless, did you use Migration Assistant to copy your existing data from another Mac that had a larger storage drive? Or, did you install multiple apps since you first set it up? I'm trying to understand how your Mac got to this state.

You have to give more details for people to help. What size is your hard drive? Have you noticed that it's been getting fuller? You could buy an external drive, such as a 2TB USB drive and copy some pictures to it, remove file from your internal drive. That's what I did, start storing photos on my external drive. Yes, Data management is a part of owning a computer.
