Before I purchased a Mac Mini I was led to believe that I could reuse my PC USB mouse & keyboard. However despite specifying ‘British PC’ keyboard it quickly became apparent that some special characters did not correspond with what was shown on screen. I never found the hash symbol!
Did I do something wrong?
Check your list at system settings / keyboard / text input / edit / all input sources . Make sure you have ONLY British PC on the list. That should match a British pc keyboard which has # over at the right edge of the middle row

Thanks for all the responses. The problem is now fixed without an Apple keyboard! When I was adding “British PC” keyboard I wasn’t deleting the default “British”.

Good news! Yes, when you have more than one input source on the list, it is unfortunately all too easy to wind up with the wrong one active.

Countless people use British pc keyboards with their Mac’s and iPads, by just setting the input source to British PC. If your system does not work that way, it may not work with an Apple keyboard either — there is nothing special about the way they make @ or #. Could you tell us what pressing the # key produces on the screen? Also what Shift 2 and Shift 3 produce?
That # symbol might be Alt+3, which would be option+3 on an Apple British English keyboard. I only use Apple-branded U.S. English extended keyboards for my desktop devices.
I did this during initial setup (British PC) but quickly found when putting in the network password that the @ symbol of the keyboard was displayed as a dash on screen. Then when pressing the # symbol for my Apple password it displayed something else. So eventually gave up & ordered a Magic Keyboard from Amazon, will try again tomorrow when it is delivered!

That seems very odd. If your hardware keyboard looks like the standard uk one below, the key with @ printed on it should never produce - or _, even with some other language input source active by mistake. Perhaps there is something else going on? What does # produce?
Having tried a wireless & wired British PC keyboard in order to type the required special characters, which both worked flawlessly with my British PC & yes they were specified “British PC” keyboard in my MAC Mini setup I can only conclude the goal was to force me to purchase a MAC keyboard.
I have an Apple Magic Keyboard arriving tomorrow!
