I stand (slightly) corrected. The iTunes store is still supporting my config. However, iTunes 8.2.1 reports on launch that there is a new version (!0.!.2) available. If you use Software Update to check for updates, it reports that there are no updates available. So if you hot to Apple.com to download the new iTunes manually you find a link to 10.1.2 (which won't install under os 10.4.11) and a link to 8.2.1 (which won't access the iTunes store). After a little more Googling, I found this link:
http://appldnld.apple.com/iTunes9/061-8440.20100616.Tnzs2/iTunes9.2.dmg
on www.mydigitallife.info. Had I known specifically that this would solve my issue, I could have found it via searching apple support to get to this page:
http://support.apple.com/kb/SP573
But how hard it would it have been for Apple to include that link on the 10.1.2 download page? Indeed how hard would it be to do so now?
True. In fact, the lack of coordination between update servers is what brought many (incl. me) to this thread. It was a step in the right direction for software update to report no updates available, given that it won't run under older OSes. I agree Apple could improve on showing a consolidated webpage making this crystal-clear, ALA like "eat THIS, not THAT" (Apple has to do this with displaying compatible RAM for 100's of computers, so it's not like they have no experience in explaining confusing topics to non-geeky customers).
But yes, to be clear, the OP (or mod) should rename this thread as, "Tiger 10.4.11 allows no higher than iTunes 9.2.1", as that would be the proper answer.
As far as your other issues you mentioned about Apple forgetting working out bugs in the rush to seek new product sales, I agree. Preaching to the choir, my friend.
The latest example I ran into was how even the latest version of iTunes really doesn't support multiple devices running different versions of iOS using the same library.
As an example, I use an iPhone 4 running iOS 4.2.1, and also have an iPhone 2G (which was orphaned on 3.1.2). I don't disagree with why the iP2 cannot run 4.2.1 (it can barely handle 3.1.2), but the lack of support in iTunes is discouraging.
What I'm referring to is the fact that the iTunes library contains only ONE Mobile Applications folder, and older versions of iOS apps are overwritten to support the NEWEST device, even if the update cannot run on the older device that iTunes KNOWS is being synced with the same library. Unfortunately, iTunes is not sophisticated enough (by omission, accidental or otherwise) to keep the older version, whether by creating a separate folder for the older iOS device, or simply relabeling the older version (of course, this would require mobile app developers to send a flag, listing compatibility; Apple would have to fix iTunes to keep track of it all).
That example reminded me of my own advice against mixing devices from various generations on newer versions of OS X (e.g. my iP4 syncs with an Intel Mac Mini running 10.6.6. My solution is to sync the iP2 with my laptop, and avoid updates that won't run under 3.1.2. Also, keep a back-up of older versions of mobile apps, so you can always revert if you accidentally update).

BTW, Apple released an iTunes 10.1.1 update yesterday that amongst other things, adds support for the NEW Apple TV so as to allow AirPlay; I can't disagree that Apple clearly is flush with their recent success, and understands that it's hard to keep up those numbers without generating sales of NEW devices. That's not decrying them for doing so, it's just a fact. I agree that they'll burn bridges with long-term customers by not supporting legacy products, realizing that it's a balancing act.
