iPhone 4 / iOS 4 - Location Services Always On

I had this same problem and it was my time zone services location tab. I turned it off and the location immediately went away then when i turned it back on it was on consistently.

Settings > location services > system services > setting time zone

I turned that off and it fixed the problem for me.

Yep, that was the problem it was the Setting Time Zone service that kept my purple location services icon active.

I found the auto time zone adjustment uses it a lot

Thank you moodogg. I did this and it worked. I don't know what other people did to start this problem, but mine started when I downloaded the new google maps. I deleted this app, but still had the problem. I then did what you suggested and it worked.

It probably the PassBook App. After making a reset for location services, passbook immediately asked permission for location services. I didn't give the permisson and stopped seeing location icon on the screen.

I applied the reset for Settings>General>Reset> "Reset Location & Privacy" and also for "Reset Network Settings" and the "arrow" is not showing for me.

Read somewhere that the Google Now service is always using this service. This is also impacting the battery life.

Remove the Google Now location service by going to the setting (click on the cog).

This may help to get rid of the arrow and also may improve your battery life.
