Easy.In the beginning, Apple may have thought that they needed Netflix as an alternative app to attract new customers. That was when Netflix could do nothing wrong and included in its library decent movies. Unfortunately, Netflix has now been reduced to having only older movies or movies that no one has ever heard of. Same with Crakle--Apple doesn't seem them as a competing threat any more.
HBO shows for free (well, kind of free if you already subscribe through your cable provider) all their series, plus relatively newer movies. Apple sells or rents some of the HBO series or the movies shown on HBO, so HBO.Go is a direct competitor. If it was HBO that's restricting rebroadcasting on a large TV through the AppleTV or tethering via HDMI or Component cables, explain why is HBO allowing their content to be projected on TVs via the Roku and now Xbox?
Apple wants to sell or rent movies and TV shows through iTunes that are popular new releases. That's why you'll also never see an app from Amazon running on Apple devices that accesses Amazon's vast and usually cheaper online video library.
