I was finally able to make this error disappear by switching the disk that Time Machine was using to another disk and then switching back. Somehow, this has fixed my problem and I have been connecting and disconnecting my computer for the past week or two without issue. I was also able to repeat this on two other machines, and all have experienced similar results.
The only caveat to this is that on one of the machines Time Machine started backing up anew. So, in that case the old backup history was lost. I don't know if it was something I did, or if that just happens sometimes, but I put it out there as a word of caution.
Hi, I get the same error and can't backup, the external disk isn't detected... any help?
The full solution "amgpac" provided in here http://forums.macrumors.com/showthread.php?t=1168794&page=2 can explain and has helped quite alot so far.

Same issue but it has nothing to do with TM...which is off on my machine. I get this error when running an automator workflow (folder action) that is supposed to connect to our file server. Works fine when run within automator, but gives the error as a folder action. How's that for frustrating inconsistency? Thanks Apple. Even at 10.7.2, Lion still has too many bugs.
How did you fix this? I have no idea why this menu pops up. It doesn't seem to inhibit anything. But it's irritating to me........thanks,
Todd
