Its very simple.
Re-install your software and do not restore from backup.
Re-add your mail accounts and apps from the app store (fresh copies).
I think some data from old OS's gets corrupt and causes problems.
Something in the backups is the culprit and the only (or simplest way to cure) is just re-do it.

The problem with Posts like this, it's not step by step.
For some of us, myself included, it's a must.
Those of you out there that have succeded, please be thoughtful when posting here,
so we know how to start the process correctly.
Maybe time too start a new thread of just this process.
In a few threads, it's been noticed not to use iCloud, and a few claim it still works,
so it's still a little vague on a true path to take.
