My iPhone is giving this popup that says: "Unable to Purchase: 'The Simpsons Arcade FREE' and 1 other item could not be purchased at this time. Please try again later." frequently when I try to update or install any app. (The app installs fine though.) Apple Care suggested I choose Reset All Settings to get rid of the problem. My question is, what exactly happens? Do settings and preferences in the apps get deleted too, or just system settings?
That's sounds just crazy enough to work, like a combination of things I already tried. I'm going to post what you said to https://discussions.apple.com/thread/3681763?tstart=0 and see if it helps pepole. Meanwhile, I did one update to an app since doing what you said and didn't get the message, so we'll see if it comes back.

That *****.... well it went away for me (i've downloaded several other apps last night and this morning and it hasn't shown up). I did sign out quite a few times though, along with fiddling with the auto download settings in the store section of the settings app, so maybe there's something in there that did it.
It came back after I rebooted again and tried to download something.... darn. From the other thread, it looks like it just started recently, so maybe it's a bug in the app store, sort of like the issue earlier today with the title of updated apps not showing up.
I just reset all settings on my iPad and now it take to any screen except one that shows the itunes icon with a charger in the middle of the screen?!?!?
It means you have to connect to computer iTunes to set it up.
Does this reset only iPhone settins or also other app's settings? Will i lose the email accounts too ?

Only Erase All Content and Settings will also delete your e-mail account otherwise no.

I reset all settings to my iphone5 but it takes an hour and untill now it still loading and I cant open it..

Reset: Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Note: You will not lose any data
If no joy you have to restore from backup.

okay so i got my iphone4,but i have problems with it cuz i have my apple id ....so when i go to the app store to install an i app, after i finish putting my userame and passsword it says(this apple id has not yet been used in the itunes store...tap review to sign in,then review your account information),after i tap review it then says (YOU MUST TURN ON COOKIES TO CONTINUE,TO TURN ON COOKIES TAP SETTINGS ON THE MAIN SCREEN OF YOUR DEVICE,THEN TAP SAFARI,TAP ACCEPT COOKIES,AND SELECT FROM VISITED) AFTER I HAVE DONE THAT I STILL GO TO THE APP STORE AND TRY TO INSTALL THE APP ,IT KEEP SAYING THE SAME THING.....PLS PLS PLS WHAT SHOULD I DO
