What happens if I choose Reset All Settings?

My iPhone is giving this popup that says: "Unable to Purchase: 'The Simpsons Arcade FREE' and 1 other item could not be purchased at this time. Please try again later." frequently when I try to update or install any app. (The app installs fine though.) Apple Care suggested I choose Reset All Settings to get rid of the problem. My question is, what exactly happens? Do settings and preferences in the apps get deleted too, or just system settings?

okay so i got my iphone4,but i have problems with it cuz i have my apple id ....so when i go to the app store to install an i app, after i finish putting my userame and passsword it says(this apple id has not yet been used in the itunes store...tap review to sign in,then review your account information),after i tap review it then says (YOU MUST TURN ON COOKIES TO CONTINUE,TO TURN ON COOKIES TAP SETTINGS ON THE MAIN SCREEN OF YOUR DEVICE,THEN TAP SAFARI,TAP ACCEPT COOKIES,AND SELECT FROM VISITED) AFTER I HAVE DONE THAT I STILL GO TO THE APP STORE AND TRY TO INSTALL THE APP ,IT KEEP SAYING THE SAME THING.....PLS PLS PLS WHAT SHOULD I DO
