iTunes gift cards do not have a "balance."
If the card has not been redeemed, it is worth the stated face value.
Once it is redeemed, the card is worth zero, and the balance is in your account.

If the card has been redeemed it's used and empty ; if it hasn't been redeemed, and if it doesn't have its value written on it, you would have to redeem it onto an account to see what value it had

If it hasn't been redeemed (if it has been redeemed the card has zero value), and unless it has its value written on it, you can't (except by redeeming it onto an account).

That won't tell you what value is on an unredeemed card
I want to make a purchase too because the app I have ***** and only allows you to have 13 songs
